That strike on an alleged smuggling boat conducted by U.S. Southern Command off the coast of Venezuela is being described as a 'double tap.'
Traditionally, a double tap involves firing two rounds, the second swiftly following the first, in order to ensure effectively 100% kill probability.
A second strike 48 minutes later is not a 'double tap'....
